For foreign-owned companies, finding and maintaining a compliant address is a practical first step that many underestimate. The FTS actively checks whether companies actually operate at their registered addresses, and a "mass address" or unverifiable address can block registration, trigger FTS inquiries, or result in the company being struck off the register. The legal address (юридический адрес) is the registered location of the company's permanent executive body — in practice, the CEO or general director. It is recorded in the Unified State Register of Legal Entities (ЕГРЮЛ) and is publicly accessible. All official correspondence from the FTS, courts, counterparties and government bodies is sent to this address — if it is incorrect or unmanned, the company misses critical notices.
The address also determines the company's tax registration office (ИФНС), which matters for tax reporting, VAT recovery inspections and, in the event of a field audit, which inspectorate conducts it.
A "mass address" (массовый адрес) is an address where the FTS has registered many companies — typically a building used as a mass registration hub with no real tenants. The FTS maintains a public register of mass addresses and will refuse to register a company at a known mass address, or will flag an existing company using one for additional verification.
The FTS can mark a company's address as "unreliable" (недостоверный) if:
The address is listed as mass;
A site inspection finds no company activity at the address;
The owner of the premises files a statement that they have not consented to its use for registration;

An "unreliable address" flag in ЕГРЮЛ is publicly visible to counterparties and banks, and can lead to account restrictions and ultimately to the involuntary exclusion of the company from the register. For registration with the FTS, the address must be supported by:
A guarantee letter (гарантийное письмо) from the owner of the premises confirming consent to registration;
