The Highly Qualified Specialist (HQS / ВКС — Высококвалифицированный специалист) regime is Russia's premium immigration track for foreign professionals. It was introduced in 2010 to attract top-tier talent and has since become the primary route through which foreign companies bring senior executives, engineers, IT professionals and specialists to Russia.
The HQS regime offers advantages unavailable under the standard work permit route:
No quota: HQS permits are issued outside the annual government quota system — no need to apply for a quota place 6+ months in advance
Fast processing: 14 business days (standard route takes 2–4 months)
3-year validity: with unlimited renewals without leaving Russia (standard permits are 1 year)
Multi-region coverage: one permit can cover multiple Russian regions
НДФЛ at 13% from day one: instead of 30% non-resident rate for the first 183 days
ДМС mandatory: employer must provide medical insurance (still required for HQS unlike regular workers)
Permanent residence simplified: after 2 years as HQS, employee qualifies for indefinite ВНЖ (permanent residence permit)
No Russian language test: HQS are exempt from the language, history and law exams required since 2025 for other categories
For foreign-invested companies, the HQS route is the standard mechanism for deploying expatriate management — both from "friendly" and "unfriendly" countries. Nationality does not affect eligibility for HQS status.
The defining criterion for HQS status is the minimum salary. As of mid-2026, the threshold is RUB 750,000 per calendar quarter (approximately RUB 250,000 per month / ~USD 2,750/month at current rates), effective from 1 March 2024.
This threshold applies to the gross salary paid by the Russian employer — including base salary, bonuses, and any other payments made under the employment contract. Payments by a foreign entity (expatriate allowances, home-country salary top-ups) do not count toward the Russian threshold.
Critical update: salary threshold increase from 1 September 2026
In February 2026, the Russian Government submitted a draft law to the State Duma proposing a significant increase in the HQS minimum salary. The bill passed its first reading on 18 March 2026. Under the proposed amendments:
The minimum quarterly salary will be raised substantially from RUB 750,000 — specific new amount to be confirmed in the final law
Annual indexation mechanism will be introduced to adjust the threshold automatically going forward
Changes take effect from 1 September 2026
HQS employees whose salaries fall below the new threshold as of 1 September 2026 will lose HQS status and must either have their salaries raised or be re-processed under a different immigration regime
Action required now: Employers with HQS employees should audit current salaries against the expected new threshold and prepare a plan for either salary increases or regime changes before 1 September 2026.
